    POSITION SUMMARY

    The Human Resources Generalist provides administrative and professional support for a public transit agency workforce, including unionized and non-union employees in safety-sensitive and administrative roles. This position is responsible for administering and coordinating human resources processes such as recruitment support, onboarding, employee relations support, benefits administration, performance evaluation tracking, training coordination, policy implementation, compliance support, and recordkeeping. The Human Resources Generalist works within established policies, procedures, and collective bargaining agreements and refers complex or high-risk matters to the Director of Administrative Services.

    ESSENTIAL FUNCTIONS

    Recruitment, Onboarding & Employee Support

    · Coordinates recruitment activities for exempt and non-exempt positions, including posting positions, screening applications, scheduling interviews, and preparing hiring documentation.

    · Collaborates with the Communications Specialist to draft and place recruitment and employment advertisements.

    · Coordinates and facilitates new employee onboarding and orientation activities.

    · Serves as a point of contact for employee questions regarding HR processes, policies, benefits, and leave programs.

    · Assists supervisors with performance evaluation administration, including distribution, tracking, and collection of completed evaluations.

    · Conducts exit interviews; compiles data and prepares summary reports for review by management.

    · Supports administration and tracking of employee recognition, incentive, and retention programs.

    · Assists with coordination and delivery of internal training and professional development activities.

    · Supports internal employee committees (e.g., Social Committee, Safety Committee, Special Events Committee).

    Policy & Program Administration

    · Administers and implements human resources policies, procedures, and employee handbook provisions.

    · Assists with drafting, updating, and communicating HR policies and procedures under direction of management.

    · Participates in department meetings and continuous improvement initiatives.

    Benefits, Leave & Compliance Support

    · Administers employee benefits programs, including enrollments, changes, invoice processing, claims assistance, and employee communications.

    · Administers the Family and Medical Leave Act (FMLA) program, including tracking leave usage and maintaining required documentation.

    · Assists with compliance with federal, state, and local employment laws and regulations, including FLSA, ADA, EEO, and applicable Montana statutes.

    · Maintains affirmative action and equal employment opportunity records and assists with preparation and filing of EEO-1 reports.

    · Processes unemployment insurance documentation and assists with unemployment hearings when required.

    · Assists with workers’ compensation claim administration, including maintaining case files and follow-up on open claims.

    · Ensures completion and maintenance of USCIS Form I-9 Employment Eligibility Verification and conducts periodic audits.

    · Enters and maintains employee data in HR and payroll systems.

    Records & Data Management

    · Maintains accurate, complete, and confidential employee personnel and applicant files.

    · Maintains HRIS records, employee directories, organizational charts, and internal contact lists.

    · Ensures compliance with records retention and confidentiality requirements.

    Other Duties

    · Attends staff meetings, trainings, and professional development opportunities.

    · Performs other related duties as assigned in support of agency operations.

    REQUIRED QUALIFICATIONS

    · Three (3) years of progressively responsible experience in human resources or a related administrative field, or an equivalent combination of education and experience.

    PREFERRED QUALIFICATIONS

    · Bachelor’s degree in Human Resources, Business Administration, Public Administration, or a related field.

    · SHRM-CP certification or coursework toward HR certification.

    · Experience in a public sector, transit, or unionized environment.

    SPECIAL REQUIREMENTS

    · Valid Montana driver’s license or acceptable alternative means of transportation.

    WORKING CONDITIONS & PHYSICAL REQUIREMENTS

    Work is primarily performed in an office environment with frequent (51–80%) use of a computer, telephone, and standard office equipment. Duties may also occur in classroom or training environments and infrequently in operations or maintenance facilities with varying noise levels.

    The employee is frequently required to sit, talk, hear, use repetitive hand motions, and operate office equipment. Occasional standing, walking, reaching, bending, or stooping may be required. The employee may regularly lift up to five (5) pounds and infrequently lift or move materials weighing up to twenty-five (25) pounds.

    SUPERVISORY RESPONSIBILITIES

    · This position does not have formal supervisory authority.

    SUPERVISION RECEIVED

    · Works under the general supervision of the Director of Administrative Services.

    Reports to: HR Manager (takes direction from the Director of HR on select projects)

    Primary Purpose of Position

    The Human Resources Generalist supports the HR Manager and the Human Resources department in administering all core HR functions and programs. This role is required to perform diverse HR activities including HRIS management, full-cycle recruitment, new hire orientation delivery, benefits enrollment and support, workers' compensation administration, employee relations troubleshooting, and assisting in the management of staff housing operations as needed. The Generalist has the crucial task of maintaining absolute confidentiality and ensuring compliance with all local, state, and federal labor regulations.

    Essential Duties and Responsibilities

    • Manages and ensures data integrity within the HRIS (Dayforce), including processing new hire input, status changes, and terminations.
    • Executes and facilitates the full-cycle onboarding process for all new staff, including benefits enrollment, policy review, and orientation delivery.
    • Completes I-9 verification with strict adherence to federal and internal guidelines.
    • Actively participates in the recruitment process by posting positions, conducting phone screens and initial interviews, coordinating manager interviews, and executing timely reference and background checks.
    • Administers and communicates employee benefits programs (e.g., medical, dental, 401k), serving as the primary liaison between employees and benefit carriers to resolve issues and assist with enrollment.
    • Provides support in employee relations matters, including timely and accurate documentation of disciplinary actions, basic performance management coaching, and conducting preliminary investigations under the direction of the HR Manager.
    • Maintains accurate, compliant, and confidential employee files (digital and physical).
    • Assists the HR Manager with workers' compensation claims administration and documentation.
    • Coordinates with cross-functional departments and the Staff Host/Manager to plan and execute employee engagement activities and excursions.
    • Maintains a current record of approved open positions on internal and external career sites.
    • Assists with the daily operational needs of staff housing, including managing room assignments and ensuring compliance with housing policies.
    • Maintains current knowledge of and ensures organizational compliance with all applicable federal, state, and local labor laws (e.g., FLSA, FMLA, ADA, EEO).

    Education, Experience, and Competencies

    Education/Experience

    • Associate's Degree in Human Resources Management, Business Administration, or a related field required; Bachelor’s Degree preferred.
    • Minimum of 1-2 years of progressive Human Resources Generalist experience, preferably in a luxury hospitality or ranch/resort environment.
    • Previous office administrative or coordination experience.
    • Working knowledge of Dayforce or similar HRIS/Payroll system is required.
    • Proficiency with Microsoft Suite including Word, Excel, Outlook, and PowerPoint.

    Required Competencies

    • Exceptional organizational skills and acute attention to detail required for data entry and record-keeping.
    • Demonstrated ability to handle sensitive and confidential information with the highest level of integrity and discretion.
    • Strong interpersonal and communication skills (written and verbal) to interact effectively with all levels of the organization, from entry-level staff to senior management.
    • Ability to remain professional, calm, and solution-focused when mediating difficult employee situations.
    • Ability to multi-task, prioritize workload, and provide flexible support across all HR functions.
    • Possess a valid driver's license and the flexibility to travel by car or plane as needed for business-related matters.
